Can I port ADTs up?

Specifically to MoP, from WOTLK. I want to use a noggit ADT on my 5.4 server.

As of this current time, you have two choices, either mines or Mjollna's tool.

Mjollna:

Mjollna's tool is extremely fast compared to mines and I'd recommend giving her's a try instead of mines. if it throws an error with her tool. then you could give my much slower one a go if you wish. Though by default, mine is meant for Cataclysm, Since you wish to use it for MoP, you're going to need to do either one of two things, either watch the full demonstration video on how to use the tool so you can edit the tool to spit out the extra files, or duplicate some files after it's done doing it's business.

As to why I've not made two versions to download is beyond me, probably because my main client is Cataclysm.  Though be warned, when I was making my tool, all of my test files were from people who used Noggit 1.3 and 1.4 , and one set of ADTs were from 1.2.  That said all of it was strictly custom, none of them started life out as a Blizzard Map, so my tool may not work very well with ADTs that started life out as a Blizzard Map.

Even if files are generated, it doesn't mean it'll work. That goes for both of our tools.  Also with mines, if the files that are generated work in the MoP game client, but the WMOs don't have collision and your Noggit ADTs were made an a version lower than 1.2 , It may help to load up the ADTs in 1.4 and resave them out(making an edit of some sort is required to make noggit actually go into save/stall mode) because some older versions of Noggit do not write to the MCRF on every WMO Occurrence in each MCNK the wmo crosses in.

As I found out with the Maruum maps. And because LK doesn't react badly when a WMO from another MCNK doesn't exist in another one, it wasn't a big deal at the time :) However newer clients requires each occurrence in a given MCNK to be referenced for collisions to occur.
