How easy can I be banned for this?

it is a dumbasss question but please answer

I want to start modding but I'm afraid I'll be permy banned from wow I want to know if it is some what safe and how hard it is to do modding of your own quests and worlds

The mods here are for use on privat servers. So you cant get baned.
Setup your own testserver is one of the first things you should do :)
