Since you didn't think to upload your files so we could physically look at them, we can only give you suggestions on what may help you instead of what WILL Help you.... so yeah.

Is your area that you made with Noggit an Edit of an existing Blizzard Map area or is it a completely new area that you made yourself?

If it's a modification of an existing Blizzard Area check out:

If it's a completely new area you made completely by yourself(or with the help of Master Eluo's starter guide), then it could be an issue with your WDT File, My LAST Post on the first page:
