Cant get blizzard configs, but some people can.

For example, going here:

For two of my friends, it shows the correctly.

For me and another friend, we get a "An error occurred while processing your request."

I've asked them about their ISP's and location, but there seems to be no correlation, except me and the friend who can't view it live in Florida, but I don't see why that would be the problem.

Does anyone know whats causing this seemingly random ability to access these files?

I can get its contents easily but I need the wow exe to be able to get it. As of right now our client is only going to work for a random number of people and I need to know what's the cause.
