Moving the camera and having it fixed there: yes. Having the actual actioncamera movement and API: unless you already know how you would have to do it but you don't as you asked: no.

With DLL injection - possible. Though, it would require either reverse engineering Legion to get how it works or reimplement it in your own way entirely. Legion action camera is total shit for range DD or healer classes, so one might consider doing it better.

So how to change camera position? I know there are some options related to camera in m2 files. But what about wow.exe? Is there a way to change camera position for every model?

I could give a try and edit camera in M2 and watch how it affects gameplay
or you can try to focuse on what Skarn state and thats extern intervention ( doesnt matter if injected DLL or some hacking.exe messing with memory while is program running )

But more useful would be try that extenr path but thats out of my reach

Alastor, there are 20 character models, druid forms, shaman wolf, demon form, etc. I think the only way is reverse engineering.
I want to try, but I don't know where should I start. All I want for now is to move camera to the right as seen on Neyo's screens.

My action camera is no action camera at all actually. I just used Glitchy's MES and shifted the human female model to one side and towards the game screen. It's very buggy and it only looks good when you're walking.  

The actual game camera is still focused on the center of your screen and your character's shadow is still in the middle :D .  

Edit: You would actually have to manually edit the position of all characters their mounts and everything they're attached to if you want it look better and even then, their position will still be in the middle of the screen. It's just an illusion.
