You are the second one having this issue but I don't know how to solve it.

Now, for that quote, you might want to go to your graphic driver settings and set your gaming graphic card using for noggit. It will probably lag hard with Intel HD one, and I also encountered heavy bug in selecting models with it, which turned noggit into completely useless ****. If you don't have another graphic card in your computer, you can have serious problem here. But... thats not what causes your crashes now. Just note what you should do/expect if you solve this.

He means that your noggit wasn't able to find locale directory, which is in your WoW/Data/ folder. EnUS, enGB - something like that, I don't know which version you have. Make sure you have that directory there with all MPQs and that you have acces rights there.

EDIT: This is wrong:

Place only this there:

Nothing to do with grafic in first place.  Hd4xxx will be your next problem.
But you simple configured the pathes wrong.
Use the tutorial pack to setup or as asked in the how to post,  provide logfile and config file on pastbin.

Like I said, path problem, look into your config. You have to set your path to WoW folder, not to Data or even locale folder. You are "too far away" :D.
