It doesn't have colission. There is a colission adder tool in the resources section.

You might have used Collision Adder the wrong way.

You have to put boat's BLP & M2 files in Collision Adder's folder before to use the tool. If you do that, it should work.

That m2 is no good. I recommend you to export the wmo to obj, reset the textures in a 3d editing software and convert back to wmo.

That's how I did it.
