That tool has not changed all the way from vanilla to cata. A different upload won't have a different effect. Also, what version are you even referring to? What did you expect it to do and what did it do?

I can't add new maptiles to my existing ADT-s, and I can't see in Tallis my ADT-s in an opened WDT file. the squares just doesn't appearing and the scan folder doesn't do anything.
Is there any other way to add new maptiles? The simple copypaste doesn't work because the map doesnt have texture/earth :/ I followed the tutorials about this issue but when I try to ran to fix the coordinates in with the .bat file it doesn't do anything.

You kinda mix multiple things together now. You need to:

1. create/edit a WDT. I use GruulMeWDT for that.
2. create ADTs with correct name of map and coord numbers. Use ADTAdder for that.
3. run offsetfix.bat in folder with your ADTs to fix their internal coordinates.

Offsetfix does absolutely nothig with WDT. Make sure you did everything as I said, I am currently not really sure what is issue you have, because you in fact report multiple random problems which may or may not actually be caused by each other. And just a last thing - don't use Taliis. Simply don't. Its outdated and unreliable for everything it is supposed to be able to do.
