You kinda mix multiple things together now. You need to:
1. create/edit a WDT. I use GruulMeWDT for that.
2. create ADTs with correct name of map and coord numbers. Use ADTAdder for that.
3. run offsetfix.bat in folder with your ADTs to fix their internal coordinates.
Offsetfix does absolutely nothig with WDT. Make sure you did everything as I said, I am currently not really sure what is issue you have, because you in fact report multiple random problems which may or may not actually be caused by each other. And just a last thing - don't use Taliis. Simply don't. Its outdated and unreliable for everything it is supposed to be able to do.
