That's the Designer Island, the WMO is DragonIsleA.wmo (or B,C,D i don't remember the letter)

Thank you for all , yes this can be found in designer island (or dragon isles) , this is the Nazjatar (capital city of nagas) in the lore this city canbe found next to The Rift (maelstorm). It is possible the blizz wil build this city for the next expansion . I found lot of informations about this.
I dont know why the blizzard put this unfinished wmo to this island...

When wow was in development Blizzard made a map with the dragon isles in northern Eastern Kingdoms:

If you want to use it for noggit. This is the path you can copy and paste to the import text file:
