when does the water save function be edit? I mean only the function that the water wouldn't be deleted when saving a ADT where some terrain higher or lower was made.

We don't modify the existing file but write a new one completely from scratch. Therefore, even "just leaving water as it is" is not that easy (at least not easy, when done right). There is no ETA.

I have no idea what you refer to by "the new noggit patch", but most likely: no.
