taliis full set up tutorial help

title says it all i rly need help setting up taliis every time i open the file and click on the command script icon thing it keeps saying there is no Taliis.jar file

Well, is there a taliis.jar?

Hmm i never click the CMD file I just click teh taliis.jar file.
