Is it ever going to be possible to open Cataclysm ADTs in Noggit? Further more, is work ever going to be done on the Noggit core, to update it to work with newer expansions? And if so, how long will this take?

- ALSO, is there a way to bypass the fact that I can't use textures from another ADT in a place like say.. Silverpine Forest? (Borean Tundra tilesets in Silverpine, that is)? I can't seem to figure it out.

Most of wow modding tools are made only for WotLK. You have most stable server emulators for that and its structure is very well documented in most of causes. I don't know what is possible on cata and what not, but working wit not-retro-ported ADTs in noggit nearly for sure not. If someone is doing something about that? Yep, there is replacement for noggit called neo, but its still under development. It is supposed to be able to work with all datadiscs.

About not being able to paint, every chunk (red square) can contain up to 4 different textures. If all 4 slots are already used, you can't paint the 5th one there. You can just swap one of them. I would suggest you to read a tutorial - and a whole tutorial - because such things are for sure already written there.

If you want to get any Cataclysm and newer model into noggit or even WotLK game client, you simply need to port them into WotLK format. WotLK simply can't open at least most of (or even all) newer that WotLK models. They need to be modified, retro ported. And yes, it is possible. Check retro-porting forum in general for that.
