The best tool? Noggit 1.3 for World of Warcraft WOTLK-version.

There is no map editor for Cataclysm and upwards, and GruulMe is just a creator of ADT/WDT files.

You'll have to create your world on a 3.3.5 client and convert them to 4.x.x/5.x.x with Mjollna's ADT Converter. You're correct about using GruulMe, but as Phucko said it's only for editing the WDT file.

Does that mean I have to install a 3.3.5 server now and work on that with Noggit 1.3?   :(  I have a 3.3.5 client/game, I'm guessing no but can that be enoguh lol or i have to compile it?
and about 4.3, so there is no way world editing my cata server directly?

You do not need a server for editing. Just a client is enough. For 4.3 it will be handy to have one, so you can easily teleport to your world build.

Best thing is to edit a map like Azshara Crater, it isn't used for anything at the moment. The Cataclysm world will remain untouched as long as you don't edit Eastern Kingdoms or Kalimdor.

Azshara Crater is the unused BG, not the zone in Kalimdor ;).

Currently there are no tools that allow the modification of Cataclysm zones. If you try it there will be holes between the zones that you modified and the unmodified blizzlike ones.
