Can't get custom instance to load in noggit

Hey guys...
Sorry I know its been a while since I posted on here, and go figure I'm already asking
for help lol.
But I followed Eluo's Guide on making custom maps and instances.
I am pretty sure the MPQ directories are correct.
and I have done the tutorial about 10. with no luck.
also I put all the files in the correct folders inside the wow directory as told.
So I am going to upload my current file structure... in a picture, in hopes someone can help me.
also I don't know if this could be part of the problem but my noggit still does not
any of the menus for scaling the brush and so on... they are all white boxes.
