Well, I like Steff's idea with some evil guys being played by GMs.
I'd do it like having the evil guys staying in some height where players can't attack them (so PvEers don't jump around them like "W00t, I can't attack him?!?!ß1ß111"). They shout something down and players can join in this dialog. PvEers have to defend those who speak from attacking group. Or they have to collects some things (crystals?
) from very strong mob groups, while the RPers are talking to the bad guys and getting their attention.
To make this some more epic, there could also given hints to the evil guys in some quests. So you may already know some points how to stay in a discussion with them. Or even to clear up some questions about the evil guys character which were unanswered in the quests.
