I'm no genius, but maybe you're missing the msvcp100.dll or your msvcp100.dll is damaged?  Just a guess.

[Edit]Seriously, though, I had lots of issues with Noggit 1.3 and different redstrib packages.  Steff was useless in getting it resolved too.  I said fuck 1.3 (finally got it working somehow) and just use 1.2.

[Edit2] This was my thread on the issue: viewtopic.php?f=48&t=7296&p=32170#p32170

Never thought of just downloading the .dll and put it inside your main noggit folder?

Just google name of .dll file and MAKE SURE that you are downloading latest version for your OS version. Put it into C:WindowsSystem32 or into Noggit folder. Thats all. You will be most likely forced to download more .dll files, don't be afraid, jsut get them all until Noggit is satisfied :P.

Missing msvcp dll file error is not a problem. You can fix it in several ways: 1. You can udate file. 2. You can reinstall it. 3. You can use fix tool like this one: http://fix4dll.com/msvcp100_dll.  Good Luck.

or you just read the sticky posts in a board like this.

viewtopic.php?f=48&t=37

noggit is compiled in visual studio in c plus plus.  to run it you need the fitting visual studio cpp runtime installed.  this runtimes are not included in windows you need to install them manualy.

this problem is also incuded in the faqs in the listed post.
