Reading the noggit tutorial would help you out with this..

It is covered here:
http://www.model-changing.net/tutorials ... in-noggit/ (http://www.model-changing.net/tutorials/article/21-learning-the-basics-of-map-editing-in-noggit/" onclick="window.open(this.href);return false;)
Actuall it seems Steff didn't cover this particular thing in his tutorial. That would clarify a lot. Or I just missed it. Anyway, Steff's tutorial:

Check out Steffs Guide viewtopic.php?f=78&t=3612 (http://modcraft.io/viewtopic.php?f=78&t=3612" onclick="window.open(this.href);return false;)
There it is covered.
Every adt is devided into 16 x 16 subsquares called chunks. You can see them if you turn on the lines view option in noggit over the view menu or by pressing F7. The problem now is that every chunk on an ADT only has 4 texture slots. If these slots are full, you can´t add another one.

Ah, there it is. My mistake.

No problem. Couldn't find it at first too.
