To setup your environment best use the following tutorial:

viewtopic.php?f=78&t=3381 (http://modcraft.io/viewtopic.php?f=78&t=3381" onclick="window.open(this.href);return false;)

Else here are your misconfigurations:

Wrong
#Path = D:WowModdingWorld of Warcraft 3.3.5a

Right
Path = D:WowModdingWorld of Warcraft 3.3.5a

If you want to use a project file where all your data will be located then define the following. This keep the data out of the wow folder.

ProjectPath = D:WowModdingProjectYOURPROJECTFOLDER

But again use the tutorial. It provide you a working setup where you can just start.
If you want to use newer noggit versions just copy the new noggit folder with an other name with the existing one into wowmoddingtools and copy the config from the NoggitSDL folder over. It will work also with 1.3 as we dont change anything at the config file.

To get even more tops read the manual.
