I am looking for a 4.0.0 to 6.2.3 item.dbc for wotlk

You need to analyse the columns of each format and determine a conversion method that results in as little loss of information as possible. Once this has been achieved writing a converter is simply a matter of knowing how to program. As for doing it for you, no. But here's how to if people wonder how.
