Hey,
How can i add walk, run, stand, fly, attack... animation to a model ?

Convert model to OBJ for example transfer him to MDX Then Convert to MDL in then open in MDLVIS and Edit armature by creating additional bones + attachments once ur done you can start making animations then in notepad deletes patrs like material texture camera cuz of them we are unable to convert it back then to MDX then to M2 edit pivotpoints in 010 animations ofs_lookup and maybe ur done ?
ikd im not Profi with MDLVIS

is there any tools for convert effect like smoke ?

No smoke effects are done with particle effects, you'll have to do them manually.
